FIFE Council is developing proposals for a new Inverkeithing Leisure Centre to replace the existing pool facilities.
The new facility is intended to provide modern, accessible leisure opportunities for local residents and visitors, supporting health, wellbeing and community use. £19.1 million has previously been agreed and earmarked for a new leisure centre with a pool.
Alan Paul, head of property services at Fife Council, said, “We already made a commitment to retaining a pool and leisure facilities in Inverkeithing but there are two options on where this centre could be positioned. We’d now like the local community to have some input into where this would be.”
The proposed new facility is planned to have a 25m, six-lane swimming pool; fitness suite and studio spaces; wet and dry changing facilities; reception and administrative areas; full-size synthetic turf pitch; Changing Places accessible toilet; and ancillary and circulation spaces.
A public engagement exercise will be held over the next few weeks to determine where the local community would like the leisure centre to be positioned. There are two options –
Option A
- Located West of existing Inverkeithing High School building
- Co-located with existing primary school and nursery
- Same location and access as existing community facility
Option B
- Located East of existing Inverkeithing High School building
- Separate from existing primary school and nursery
- New location which may require new access arrangements

When permission was granted for a new high school at Rosyth, to replace Inverkeithing High School, a commitment was given to retain the pool and some community facilities at the Wing, until a new facility was available.
However, in November 2025 site inspection confirmed major structural issues with further damage occurring in June 2026. Estimated ongoing costs to keep the facility open are £780,000 per year and continuing to invest in the current building may not represent best value for public money, especially compared to investing in a new facility, Fife Council said.
Later this year, Councillors will consider options on whether continued investment in the Wing represents best value, or whether resources should instead be directed toward future facilities and the wider site redevelopment. Since the existing facility has been closed all swimming pool activities have already been successfully relocated to alternative venues and can remain there until a new build pool is completed. Community Use services will continue at the new, Caledonia High School when it opens in August 2026.
