Creative partners sought to transform landmark Elgin building

MORAY Council is seeking a ‘passionate and innovative’ creative arts partner to take on the upper floors of a historic building set to be revamped in Elgin.

The former M&Co and Gordon Arms Hotel will be transformed into a cultural and commercial destination, with the UK Government’s levelling up fund allowing for a full refurbishment.

The local authority is looking for a dedicated creative arts partner to take on the upper floors of the building, formerly the Gordon Arms Hotel, and establish a dynamic arts facility. The space will showcase rotating exhibitions on changing themes, providing opportunities for both local and visiting artists.

The ground floor will be transformed into a flexible hub featuring retail, hospitality, and office units. With space for up to 12 pop-up units and adaptable office spaces, the project aims to support start-ups, small businesses, and independent retailers. The vision is to create a dynamic mix of retail and food and drink offerings that will enhance the town centre and provide an exciting shopping experience for both locals and visitors.

Moray Council is open to proposals from a single organisation or a partnership of multiple operators who will collaborate closely with the design and build contractor. There may also be funding available to support the appointed partner(s) during the design and planning phase.

By bringing together creative, retail and hospitality spaces, we want to create a dynamic destination that benefits residents and visitors while supporting local businesses. We’re keen to hear from innovative partners who share our vision and can help bring this exciting development to life.”

Expressions of interest are invited by 14 March 2025 with full applications due by 11 April 2025. Shortlisted candidates will be invited for presentations between 21 and 25 April 2025 and the successful partner(s) will be appointed by 30 April 2025.

Applicants must submit a comprehensive business plan and strategy demonstrating their ability to manage and operate the facility successfully.
