Dozens of firms appointed to £725m Scottish repairs framework

PfH Scotland has selected 75 firms for its latest responsive housing repairs and void property services framework for Scottish housing associations and local authorities, worth £725 million over three years.

Scotland-based contractors Bell Group, Buileach Construction Services and HLS McConnell are among dozens of businesses appointed to the third generation of this reactive maintenance framework, which spans roofing, plumbing, gas and electrical, windows and doors, fencing repairs and more.

Contractors will either support a social landlord’s direct labour organisation or deliver a fully outsourced responsive repairs service.

A new lot has been introduced for time‑sensitive disrepair works, including damp and mould, water ingress and structural defects, giving these specialist services a dedicated area of the framework. A new pest control lot has also been added.

The framework re-tender comes as Scottish housing providers face mounting disrepair cases, significant backlogs of routine repairs, and heightened regulatory pressure following Awaab’s Law. PfH Scotland revealed it has redesigned the framework to help housing associations and councils meet these obligations while supporting a ‘higher standard, more accountable’ repairs culture.

The new framework introduces value banding to widen access for smaller firms and give social landlords more flexible ways to buy repairs. PfH Scotland has also reshaped regional delivery in an effort to enable SMEs to compete fairly. Localised lots support social landlords in rural areas and those with smaller stock profiles.

Laura Wood, PfH Scotland category buyer, said, “Scottish social landlords are under real pressure to deliver safe, high‑quality repairs quickly, so we’ve created specialised lots, made the framework more flexible and locally responsive and opened up routes for SMEs so housing providers can procure exactly what they need. It’s also designed to encourage more open, collaborative relationships between social landlords and contractors. When those relationships work, first‑time fix improves, tenants feel the difference and satisfaction improves, and ultimately, that’s what good responsive repairs are all about.”
