Construction activity progresses on £100m Moray Growth Deal projects

MOMENTUM is building on the delivery of Moray’s £100 million growth deal, the region’s local authority has said.

The latest report on the Moray Growth Deal highlights 2025 as being a ‘significant’ year for progress in preparing major developments – with 2026 marking a step change as construction activity progresses and projects begin to take shape.

One of the major developments progressing significantly is the South Street project, which includes new affordable housing and the Business Enterprise Hub. With site clearance and preparatory work complete earlier this year, construction has begun with contractors Robertson now on site.

Further progress is also being made within Elgin’s Cultural Quarter, which includes Elgin Town Hall and Grant Lodge. Renovation work at Elgin Town Hall is well underway with the structural steel being erected for the new rear extension. Design work at Grant Lodge has reached an advanced stage and planning applications submitted.

Also referenced at the time of publication, is that the capital build for the Manufacturing and Innovation Centre Moray (MICM) facility was on track and has since been completed, with services commenced.

Council Leader, councillor Kathleen Robertson, said, “After a period of planning and preparation, it is fantastic to see key regeneration projects move into delivery. Real and visible progress throughout Moray takes us closer to the creation of new and meaningful opportunities for residents and businesses in the area.”

While progress is being made, the report also recognises the complexities surrounding some projects. Work with partners is ongoing to address any potential challenges and make sure projects progress as planned.
