20 roofing and construction businesses – including 11 in Scotland – have been appointed to an £80 million framework to carry out public sector projects over the next four years.
Together, the firms will carry out roofing improvements to public assets across Scotland and the UK, including schools, homes, hospitals and community facilities.
Successful Scottish businesses have been appointed by the Scottish Procurement Alliance (SPA) and will deliver works through its newly launched Roofing Systems and Associated Works (RS5) initiative, which runs until 2029.
Lesley Peaty, regional director of the Scottish Procurement Alliance, said, “RS5 builds on the success of our previous Roofing System framework (RS4), but introduces a smarter and more flexible approach. By splitting it into two parts, one for contractors and one for manufacturers, we’ve created a hybrid model that gives clients added confidence.
“Public sector organisations can now choose from approved contractors through RS5C and ensure the systems they’re installing are backed by quality-assured manufacturers through RS5M. This not only raises the bar for compliance but also helps us support high-performing SMEs to drive long-term improvements in building performance and energy efficiency.”
The appointed firms will deliver a range of services, from full design and installation to long-term maintenance and repair, including full roof replacements, refurbishments, emergency repairs, and upgrades that improve energy efficiency and extend building life.
Works are grouped into five specialist areas: traditional flat roofing, liquid-applied systems, profiled metal, pitched roofing, and mixed roofing.
Alongside the main roofing elements, contractors can also support with installing roof lights, drainage systems, soffits, and fascias, and in some cases, integrating solar technologies to meet net zero goals.
Lesley added, “RS5 is deliberately built to support long-term outcomes, delivering real value for money, future-proofed buildings and carbon-reducing upgrades while enabling our partners to react quickly to weather damage or urgent repairs to critical public infrastructure. Crucially, this framework will create real opportunities for local businesses and workers, from supporting supply chains here in Scotland to encouraging training and job creation wherever we can.
“We’re really pleased to officially launch this framework and look forward to seeing the impact these contractors will make across the country.”
The successful firms are: AC Whyte & Co; Ailsa Building Contractors; ATH-GHIN; Blade Roofing; Central Roofing and Building Services; Contract Building Services (Scotland); Everlast Waterproofing; Faskin Group; GMG Contractors; Hugh LS McConnell; Insulated Render Systems (Scotland); John Flowers; M&J Group; Marshall Construction; Premier Roofing Systems; Roofing Advisors (UK); Roofing Technologies; Sennit Construction; Stoic Roofing & Construction and Total Roofing Solutions and Building Services.
Additionally, the following independent manufacturers appointed to the framework are: Alumasc, Bauder, IKO, Langley, Proteus and SIKA.
SPA revealed it is committed to reinvesting surpluses into Scottish communities via the SPA Community Benefit Fund.
