KIER has launched a new infrastructure division, which combines the group’s Transportation and Natural Resources, Nuclear & Networks divisions into one ‘powerhouse’ operation.

The move pools Kier’s skills and capabilities in sectors in road, rail, aviation, water, energy and environment, across major project delivery, maintenance and repair. The firm explained this has been done to respond to customers’ needs and the opportunities from the government’s ten-year infrastructure strategy and the asset renewal programmes.

Kier Infrastructure will be led by Joe Incutti, previously group MD for Kier Transportation.

The news comes as several updates to Kier’s executive committee take effect, with chief financial officer, Tom Hinton, and group MD for construction, Martin Staehr, joining the business.

Several senior figures also take up new roles, with chief people officer Louisa Finlay becoming the group’s COO, with responsibility for spearheading Kier’s drive to become a naturally digital business, in addition to her continued responsibility for health, safety & wellbeing and sustainability.

James Askew, interim group MD of construction, joins the executive committee on a permanent basis as group commercial director. Abi Cooke, previously head of strategy for Kier Places, also joins the group functions team as chief of staff to chief executive, Stuart Togwell.

Stuart Togwell, chief executive at Kier, said, “This is a hugely exciting time for Kier. Today’s announcements mean we start 2026 set up in the best way to support our growth ambitions and deliver exceptional outcomes for our customers.

“Bringing together our Transportation and Natural Resources, Nuclear & Networks is a natural next step for us as a group, and creates a clear market-facing infrastructure powerhouse that combines the expertise across these two divisions and strengthens our ability to serve our customers.

“I’m also proud to see the executive committee shaped and ready for 2026, through welcoming new faces and moving senior leaders into roles where they can drive further high performance. This team represents stability and strength and, together with the wider business, we are ready to achieve great things this year and beyond.”
