CULLROSS Living is progressing its Scottish build-to-rent (BTR) ambitions by developing new proposals for Western Harbour, Edinburgh.

The site is located on land bounded by Western Harbour Way, Western Harbour Terrace and Western Harbour Drive. The dedicated BTR platform launched last year with its Newcraighall East Development.

The team is in the early stages of developing proposals, with input from stakeholders and the local community, ahead of submitting a planning application. The development will include a mix of affordable and private rental units, and it is anticipated it will comprise approximately 212 units, including one, two, and three-bedroom flats; two and three-bedroom colony flats, and 4/5-bedroom townhouses; along with private garden areas, external amenity space and green space, dedicated bicycle storage, refuse storage and car parking.

Cullross Living will hold two upcoming community consultation events, designed to help shape the proposal ahead of the formal planning application, which is expected to be submitted in May/June 2026.

The initial public event will be held on 29th January, with a second follow-up event on 18th February. Both events will take place between 2pm and 6pm and will be held in Heart of Newhaven, 4-6 Main Street, Newhaven, Edinburgh. Members of the project team will be on hand to answer questions, with exhibition boards to view and feedback forms available.

A project website has been launched, www.western-harbour.com, and project exhibition boards will be uploaded at 9am on the day of the first consultation event. Feedback will be open until March 16.

Mark Beaton, director at Cullross Living, said, “The further expansion of the Cullross Living build-to-rent platform underlines our commitment to tackling Scotland’s housing emergency. The need for high-quality new homes has never been greater, and Western Harbour represents a significant investment in the Edinburgh market.

“The proposals will provide a tenure blind development, offering both Affordable and Private rental units. We are keen to provide a mix of unit types that will meet the needs of any prospective tenant.

“The site will offer high-quality, purpose-built homes with professional management, promoting a better living experience and a sense of community. We encourage those interested to come to the consultation events, or to register for updates through our project website. We’re delighted to see matters progress and look forward to working with the community as we advance towards a planning submission.”
