MORAY Council has submitted a planning application for the regeneration of Grant Lodge in Elgin’s Cooper Park.
The local authority said that the proposals, which have been created by a design team led by Page\Park, will breathe new life into the historic building – transforming it into a vibrant heritage, tourism, and events hub for the region.

Since 2023 the project team has consulted with over 600 people to develop the plans for Grant Lodge. The development will complement other projects within the planned £31 million cultural quarter, which aims to create a dynamic space celebrating Moray’s rich heritage, arts, and community spirit.
Leader of Moray Council, councillor Kathleen Robertson, said, “The submission of this planning application is a major step forward in our commitment to revitalising Elgin’s town centre. Grant Lodge has long been a cherished landmark, and its regeneration will provide a focal point for culture and creativity, benefiting residents and visitors alike.”
The cultural quarter initiative, announced in previous updates on the Moray Growth Deal, will see coordinated investment in key sites across Elgin, including Grant Lodge, to enhance cultural infrastructure and boost economic growth.
The Moray Growth Deal is backed by £100 million of investment from the UK and Scottish governments, Moray Council, and regional partners – with £21 million allocated specifically for cultural quarter projects.

Subject to planning approval and sufficient additional funding, work on Grant Lodge is expected to take place between 2027-2029.
