FIFE Council has approved recommendations to retrofit water-based sprinkler systems in all flats at Swan and Memorial Courts in Methil.
Subject to successful evaluation, the programme will then extend to the local authority’s remaining 10 tower blocks across Fife over the next five years.
The initial investment of £1.14 million for the Methil blocks will be met from the housing revenue account (HRA) capital plan. A further £6 million would be required for the work to Fife’s other tower blocks, with funding to be considered in the 2027 review.
Committee members were given assurances that the works will be delivered in consultation with tenants and residents’ associations to minimise disruption and ensure clear communication throughout.
Housing spokesperson at Fife Council, councillor Judy Hamilton, said, “This is a major investment in safety and resilience. While the tower blocks are safe, and fully comply with regulations and the findings of the Grenfell Part 1 Inquiry, these additional measures will further protect lives and modernise our housing stock.
“There is currently no legal requirement to retrofit sprinklers in existing high-rise buildings, but we know that retrofitting sprinklers is a practical, proven measure that will give residents confidence in the safety of their homes for decades to come.”

The full programme is expected to run until 2030, with progress reports brought back to the council’s cabinet committee in 2026.
