THE Scottish Building Contract Committee (SBCC) has announced the addition of several new organisations and representatives to its committee over the last 12 months.
The additions have been tipped to help the organisation continue its work in creating and adapting building contracts that cater to the needs of the Scottish construction industry.
SBCC is currently adapting the 2024 Joint Contracts Tribunal (JCT) contract suites to ensure they are compliant with Scottish law and practice. Key themes include modernisation, streamlining, future-proofing, and addressing legislative changes.
The SBCC committee considers a range of policy matters and reports its recommendations to the board. Committee members are nominated by SBCC’s five financial stakeholders and associated bodies: Association for Consultancy and Engineering (ACE), Build UK, the Royal Incorporation of Architects in Scotland (RIAS), the Royal Institution of Chartered Surveyors (RICS), and the Scottish Building Federation (SBF).

The SBCC has welcomed the following organisations, and their representatives, to the committee over the past year:
- Young Professionals in Construction (YPiC) Scotland
YPiC is a networking forum for young professionals in Edinburgh and Glasgow and is represented by Linzi Hedalen, a founding member of YPiC. Linzi, who is a construction, engineering and infrastructure partner at Dentons, said, “I am delighted to join the SBCC Committee to represent YPiC and the junior colleagues of our industry in producing Scottish focussed construction contracts, furthering the education and training in respect of those contracts and promoting best practice in Scotland.” - Chartered Institute of Arbitrators (Ciarb) Scotland Branch
Ciarb is an independent, charitable membership organisation incorporated by Royal Charter. It is committed to supporting the effective resolution of disputes and is represented by Brandon Malone, chairman of Ciarb Scotland and a Fellow of the Institute. Brandon is an advocate, barrister, arbitrator, adjudicator, mediator, and dispute board member. - Scotland Excel
Scotland Excel was established as the Centre of Procurement Expertise for the local government sector in 2008. The non-profit organisation serves Scotland’s 32 local authorities and over 150 associate members from across the public and third sector. It is represented by James Mullen, senior procurement specialist – capital project dupport.
SBCC has also welcomed new representatives from existing organisations to both the SBCC committee and board:
- John McLeish, Scottish Building Federation (SBF). John is an experienced quantity surveyor. He said, “I’m honoured to be joining the SBCC board and look forward to contributing to the important work it does in supporting and shaping the construction industry in Scotland. With over 25 years in the sector and in my current role as commercial director at Ashleigh Scotland, I’ve seen firsthand the critical role that clear, fair, and modern contract frameworks play in successful project delivery. I’m particularly proud to represent the Scottish Building Federation and to support the continued collaboration and progress that the SBCC fosters across the industry.”
- Sarah Peterson, Association for Consultancy and Engineering (ACE). ACE is the association for the UK’s professional consultancies and engineering companies operating in the social and economic infrastructure sectors. Sarah is chair of ACE Scotland committee and director at Horizon M&E. Her background is in mechanical engineering with over 20 years’ experience. She remarked, “It’s an honour to represent the Association of Consulting Engineers in Scotland on the board of the Scottish Building Contracts Committee. The addition of new organisations and voices brings fresh perspectives and strengthens our shared commitment to producing contracts that truly reflect the evolving needs of the Scottish construction industry.”
- Andrew Leslie, Association for Project Safety (APS). APS is dedicated to promoting safety in the built environment and eliminating risks throughout the entire life of any project. Andrew Leslie is the chief executive for APS. He qualified as an architect but began specialising in design and construction health and safety in 1995 and became a member of APS the same year.
