New contractor to be appointed for Livingston build following firm’s collapse

A new contractor is set to be appointed to deliver West Lothian Council’s Almondvale Crescent development following the financial administration of Connect Modular.

The Ayrshire firm was appointed as main contractor for the project in March 2024, but entered administration in early January this year following ‘significant’ financial challenges due to rising operational costs and losses made on previous contracts.

Council officers have since been working with Hub South East, which is delivering the project on behalf of the local authority, to resume works as quickly as possible and minimise any delay to the project.

Hub South East is engaging with alternative contractors and it is hoped that a replacement will soon be appointed to finish the remaining elements of the project. The council added that an announcement on the appointed contractor will be provided in due course.

The development includes plans for supported housing consisting of 28 one-bedroom flats, with 16 designed to be flexible for future use as mainstream housing. Flexible office space will be provided for a maximum of ten staff members along with staff overnight accommodation to provide dedicated space and privacy, whilst still being on hand to assist and support the young people.

The affordable housing element of the project will provide 20 units with a mix of two and three-bedroom houses, along with two, three-bedroom flats.
