THE man who helped revolutionise public sector procurement in Scotland has been appointed chairman of one of the ‘hub’ companies responsible for £600m worth of public infrastructure. John McClelland takes up the post at the South-West Hub Company which operates across Ayrshire, Lanarkshire and Dumfries & Galloway. In 2006, he conducted a review of public sector procurement in behalf of the Scottish Government which led to publication of the McClelland Report.
